Sir,

I have the honour to transmit for your information the enclosed copies of correspondence exchanged with Mr. Anderson, the Consul-General for the United States of America, regarding a protest made by the German residents here against internment in the Prisoners'-of-war Camp, and claims made by certain of their number for release on the grounds of exemption from liability for service

in the German Army.

I referred Mr. Anderson's letter of the 5th of November together with one, dated the 6th of November, from Messrs. Wilkinson and Grist, Solicitors, on behalf of ir. Jebsen, to the Military Authorities, and I attach copy of the report sent to me by Major-General Kelly, with copy of reply to Messrs. Wilkinson and

Grist.
